Scope of Work: Part-time Supply Logistics Coordinator


Employment Type: Part-Time, Flexible Hourly
Organization: North Carolina Harm Reduction Coalition (NCHRC)
Location: Remote/Flexible within North Carolina

Compensation: $16-20 per hour

Overview:

The  Part-time Supply Logistics Coordinator will:

 a) Support procurement and tracking for large orders of naloxone and other harm reduction supplies which NCHRC purchases on behalf of other organizations;

b) Support NCHRC’s statewide mail-based naloxone distribution program, which mails naloxone directly to people at risk of overdose (NEXTDistro).

This role will ensure timely ordering, inventory management, regular mailing, and accurate reporting of harm reduction resources to meet the needs of NCHRC’s programs. The position is part-time, with hours varying based on organizational needs and order volume.

Key Responsibilities:

  • Manage ordering and shipping of naloxone and harm reduction supplies for NCHRC’s naloxone purchasing partnerships (typical order cycles occur every other month, but may occur more frequently).
  • Submit purchase orders for naloxone and harm reduction supplies to vendors. 
  • Serve as the primary contact for shipping and deliveries, and work with vendors to help sites or participants receiving naloxone troubleshoot any shipping or delivery issues. 
  • Fulfill mail based naloxone orders through our NextDistro partnership, including monitoring orders, packing and mailing naloxone kits. 
  • Track and monitor inventory levels to ensure consistent availability of supplies.
  • Maintain detailed records of orders, shipments, and deliveries.
  • Communicate with vendors and suppliers to ensure accurate and timely fulfillment of orders.
  • Ensure compliance with relevant regulations and grant requirements related to supply procurement.
  • Generate reports on supply usage, costs, and inventory levels as needed.
  • Respond to urgent supply needs and coordinate expedited orders when necessary.

Qualifications:

  • Experience in purchasing, procurement, or inventory management preferred.
  • Familiarity with harm reduction supplies and naloxone distribution programs is a plus.
  • Strong organizational and record-keeping skills.
  • Ability to work independently and manage fluctuating workloads.
  • Effective communication and problem-solving abilities.
  • Proficiency in Microsoft Excel, Google Sheets, or other inventory tracking tools.
  • Commitment to NCHRC’s mission and harm reduction principles.

Job Requirements:

  • Part-time, flexible hourly position based on organizational needs. Hours will fluctuate between 4-10 hours a week depending on supply purchasing cycles and request levels.
  • Primarily remote, but will need to travel to the Raleigh office regularly (around twice a week) to mail naloxone orders

Position: Harm Reduction Diversion Specialist

Position Location: Cumberland County

Organization Description:

The North Carolina Harm Reduction Coalition (NCHRC) advocates for people whose lived experience is shaped by drug use, sex work, poverty, incarceration, historical marginalization because of their race and/or gender identity and chronic health conditions like HIV/AIDS and hepatitis. 

Position Description:

The Harm Reduction Diversion Specialist will play a vital role in supporting diversion and deflection initiatives aligned with the Sequential Intercept Model (SIM) in Cumberland County. This position focuses on reducing justice system involvement for individuals with substance use disorders, mental health challenges, and other behavioral health conditions by facilitating participant identification, screening, assessment, and intake. The Specialist will also provide case management services, particularly for the Fayetteville LEAD (Law Enforcement Assisted Diversion) Program, and ensure seamless linkage to appropriate care and community resources. 

The position both provides low-threshold harm reduction services offered by NCHRC through its Syringe Services Programs (SSP) and bridges the gap between other community-based resources by meeting individuals where they are, recognizing barriers, implementing best practices that improve access to services for people who use drugs (PWUD), and building effective partnerships.

Primary Duties:

  • Case Management: Provide client participant-centered case management, including needs assessments, goal setting, and individualized care plans. Serve as the secondary case manager for participants in the Fayetteville LEAD program.
  • Linkage to Care: Coordinate referrals and link participants to behavioral health services, substance use treatment, housing assistance, employment support, and other resources.
  • Harm Reduction Advocacy: Apply a harm reduction framework to all aspects of the role, prioritizing participant autonomy, dignity, and safety.
  • Program Development and Support: Support the development and evaluation of diversion and deflection programs in Cumberland County, ensuring alignment with SIM principles.
  • Data Collection and Reporting: Maintain accurate and confidential case notes, program data, and outcome tracking.
  • Collaborates with SSP participants to pinpoint health risks, healthcare needs and personal health and well-being objectives.  Offer assistance and support to participants requiring care while coordinating with healthcare providers Provide aid and support to participants in need of care and coordinate with healthcare, MAT and social service providers to guarantee prompt access to services.
  • Engage with participants through outreach activities, post overdose follow-ups, and syringe service program.
  • Assists participants in arranging and maintaining appointments for healthcare, MAT and social service.
  • Recognizes and executes strategies for overdose prevention, prevention of Hepatitis C virus, treatment and aftercare, prevention of HIV transmission and prevention, and management of chronic conditions. If requested, conduct educational sessions on self-management and facilitate groups for participants.
  • Maintains strict confidentiality and treats all participants non-judgmentally and with warmth and positive regard.

Qualifications:

  • At least one year of experience working with people whose lived experience is shaped by drug use, sex work, poverty, incarceration, historical marginalization because of their race and/or gender identity and chronic health conditions like HIV/AIDS and hepatitis.
  • Strong understanding of harm reduction principles and their application in justice and public health settings.
  • Experience with case management, including client advocacy and resource coordination.
  • Familiarity with the Sequential Intercept Model (SIM) and diversion/deflection programs like LEAD.
  • Must be at ease with public speaking and group presentations. Knowledge about Sexually Transmitted Infections, and substance use is required. Must be at ease discussing social, sexual, drug-related, and other harm reduction issues and experiences in a professional and non-judgmental manner with both individuals and groups.
  • Must have experience with coalition building, bringing together community partners, and/or community organizing.
  • Computer proficiency, including proficiency with basic Microsoft Word and Google Drive functions; willingness to learn new applications.
  • Proficient communication abilities, including effective listening and the capacity to write and speak clearly. 
  • Familiarity with acting as representative of an organization to establish cooperative relationships with clients and service providers, along with external stakeholders.
  • Capability to manage sensitive information with prudence and honesty.

Compensation: 

Salary range is $38,000-$43,000 per year based on experience and qualifications. Comprehensive benefits package, including health cost reimbursement, paid time off, and professional development opportunities
